The Detergent Regulation (EC) No. 648/2004 was designed to ensure the free circulation of detergents and surfactants used in detergents within the EU internal market, while at the same time guaranteeing a high level of protection for the environment and public health. Regulation (EC) No. 648/2004 imposes a two-tier testing regime on the biodegradability of the active ingredients of detergents (known as surfactants). Its scope is broad and covers all surfactants, including anionic, non-ionic, cationic, and amphoteric surfactants. The regulation applies to the manufacturing, sale, and use of detergents; therefore, any natural or legal person responsible for placing a detergent or a surfactant for a detergent on the EU market must comply with this regulation.
