Elizabeth Carruthers, Senior Regulatory Associate, Toxicology

Beth Carruthers has been a regulatory associate and toxicologist with Intertek Scientific & Regulatory Consultancy since 2012. Ms. Carruthers’ primary focuses and roles include the preparation of premanufacture notifications (PMNs) in the United States, as well as placement of physicochemical and toxicity testing to support new substance notification in Canada, Australia, China, the EU and elsewhere around the globe. 

Ms. Carruthers regularly assists in the preparation of submissions under Section 5 of the Toxic Substances Control Act (TSCA), including PMNs, Bona Fide Intents to Manufacture (BFIM) and Low Volume Exemptions (LVE). She gathers, interprets, and delivers the necessary compositional information, toxicological data, physicalchemical properties, as well as occupational and environmental exposureinformation to develop a clear and cogent submission.

Where physicochemical, toxicity or ecotoxicity testing is required to support a regulatory submission, Ms. Carruthers acts as an effective liaison between her clients and their contract research organizations. Her organizational skills, communication skills and knowledge of regulations contribute to the development of efficient and effective testing plans and global testing strategies.

Ms. Carruthers takes a lead role in interpreting requirements and preparing submissions under existing chemicals reporting structures such as the Canadian Chemicals Management Plan (CMP), the TSCA Chemical Data Reporting rule (CDR) and, most recently, the TSCA Framework Rules. By analyzing and interpreting the nature of these data requests, she effectively responds to her client’s needs and has assisted in the preparation of many submissions.

Prior to joining Chemicals Group in 2014, Ms. Carruthers was assigned to a special project for Intertek Cantox, preparing hazard profiles for cosmetics and flavouring agents. Her primary role was to research, retrieve, evaluate, validate and 
summarize scientific data, applying it through regulatory filters to develop an ingredient specific hazard profile for use in product level risk assessment.

Ms. Carruthers graduated from the University of Guelph with a BSc. (Honours) in Biomedical Toxicology.
