Understanding Food Contact Regulations in Japan: Amended Positive List and Compliance Strategies
On 13 June 2018, Japan amended the Food Sanitation Act and officially introduced the Positive List (PL) system for Food Contact Materials (FCM), stipulating that only substances that have undergone safety evaluations can be used in synthetic resin food utensils and packaging (enforced on 01 June 2020). This system requires companies to strictly use compliant substances listed in the PL; otherwise, their products will not be permitted in the Japanese market.
On 31 May 2025, the transitional period for the PL system officially ended, meaning food contact materials under the PL scope must now fully comply with the Positive List requirements. Non-compliant products face the risk of being banned from the market.
